Housing, Healthcare, Energy, & Raising Children Will Decide Control of Congress
Today we’re releasing the Cost of Living Policy Blueprint, a policy agenda organized around the four biggest recurring costs in a family’s budget – housing, healthcare, energy, and raising children.
The report makes two arguments.
First, the electoral case. 65% of voters who cite cost-of-living as a top concern disapprove of Trump’s performance, yet only 55% plan to vote for Democrats. This 10-point persuasion gap represents the decisive vote for control of the House and Senate in 2026. Candidates like Abigail Spanberger, Mikie Sherrill and Zohran Mamdani, who focused on affordability won big in 2025.
Second, the policy case. The fundamental driver of higher costs in America is the same: a lack of supply. We don’t have enough homes, enough doctors, enough power, or enough child care options.
Each policy area contains “Proven Game Changers” and “Bold Ideas” that signal a new kind of Democratic Party – one willing to cut red tape, rework outdated regulations, and prioritize results over ideology. Recommendations are backed by specific legislation, polling, and real-world evidence that they bring down costs.
The voters who will decide 2026 are furious about high costs and unimpressed with both parties. This blueprint is our answer for Democrats.
